You can go to New York Film Academy to learn these things which you wish to know. 

The first thing you need to make a film is money..
either your own, or through some rich person......
and in fact, the more the better.
Once you have that, you can work out a good plan.

I am a short film-maker/lyricist/scriptwriter/storyboard artist from Mumbai/Delhi. I have directed a music video (as a film school project). I have also assisted in a feature film "4 Boys From Delhi"(shot on super 16mm). I have written a couple of songs for the movie and also did the storyboards.
